My master bedroom has a beautiful view of city lights, but also anyone from the outside can see in. Is there any kind of window shade that allows me to see the city lights but will prevent people from seeing in at the same time?

Momma calls those "Magic blinds"!
If there aren’t any regulations against it in your building you could try a tinting film. Similar to some office building windows It will allow you to see out but others can’t see in. However, it doesn’t work the same at night. You could also try sheer or semi-sheer drapes, woven blinds or roman shades. Even sheers would diffuse the view in (it’s much harder to see in one window than to see the landscape on the outside). But again, things change at night. It’s also much easier to see inside any lit home – with drapes, curtains or nothing – when it’s dark outside. Personally I would go with drapery. It’s so easy to fling them open to enjoy the view then pull them tight when you want privacy.
